California Establishes New Classification for Electric Dirt Bikes
California has enacted new legislation creating a clear off-highway vehicle classification for electric dirt bikes, formally distinguishing them from electric bicycles under state law.

Senate Bill 586 established the category of Off-Highway Electric Motorcycle for electric motorcycles built primarily for off-road use and not equipped with pedals. The law took effect January 1, 2026.

Under the new framework, off-road electric motorcycles are regulated similarly to gas-powered OHVs. Vehicles must be registered to receive an off-highway sticker, riders must wear helmets, and use is limited to designated OHV areas. The law does not affect street-legal motorcycles.

The legislation was introduced by California State Senator Brian W. Jones and passed unanimously in the California Legislature.

By formally recognizing electric dirt bikes as off-highway motorcycles, the law aims to provide regulatory clarity for riders, land managers, manufacturers, and dealers as electric OHV technology continues to evolve.
